The kinship-based bonds may be merely symbolical in nature, whereby the clan shares a specific common ancestor which is a symbol of the clan's unity (Like Ketsujo to Trace). Clans can be most easily described as sub-groups of the Nation.
New clans can be formed if at least three strong people break off from their clan. The original member who gathers others to break off from their clan will either assume leadership or appoint another to the position. The stronger a Keer's lineage, the better chance it has of becoming a powerful clan.
Types of Clans:
Core Clans - The various clans of the Keer that serve the greater good of the entire Keer civilization.
Rogue Clans - A rogue clan is what Keer thinks of when they speak of a company or entity not controlled by those in direct benefit of Keer society is involved. Although they might help Keer grow, they are out for themselves first and Keer Second.

Answer: Yes but those talks have nothing to do whatever with Keer and Keer won't condone them, so if you make a deal with the clan and someone comes to me because you lead a Keer faction, its your name that suffers not the factions.
You have to keep in mind that the clan and factions are totally separate. Even if most people in a certain clan are in a certain faction, that matters not. The faction is the job the person holds, the clan the family they belong to.
To start a new clan you must have at least three members, a leader and two others, for gaming purposes.
