Primary purpose of the Conclave, is to effectively review all forms of law to see if they are suitable for implementation within Keer society as a whole. It is made up of the Head of Government (which is the Sovereign), the Head of State which leads the armed forces, the Royal Chancellor, and one Clan Representative, and the leader of each company that carries the Keer name.

Each Leader of any faction carrying the Keer name becomes an automatic member of the Conclave, while Clan Representatives must be voted in by the Conclave.

The Conclave, once it has reviewed a proposal may then make a decision as to weather it will be kept and enacted into law, eliminated and banned from ever being reintroduced, or decide that this issue is a clan decision.

The Conclave's ruling is final and is the will of the sovereign. The Conclave is also the only body with the power to dismiss any government leader once they have been approved.
